The root of the problem, really, is that gimp currently shows every brush in its search path. There won't be any major improvement until that basic problem is fixed, and the user is given control over which brushes are available at any given moment. Fortunately, there is an ongoing Summer of Code project aimed at fixing it, and it seems to be progressing pretty well.
