Well, like it has been said before the swap file is for the tile cache.
If something else is leaking memory (due to unfreed mallocs or what have
you) GIMP of course won't create a swap file, it'll just balloon the
process and run out of mem at some point...

Don't confuse the GIMP swapfile with a general-purpose swapfile like the
one your OS is using.
