The behaviour with GTK+ 2.10 (which is what we are going to depend on for GIMP 2.4) is even different from that. No file is ever selected. What you are seeing here is probably a bug in GTK+. In any way it's certainly not intentional behavior. So please have a look at the code and check what GIMP is actually doing. If there's an inconsistency in the GIMP code, we need to fix it there.
