You can toggle between moving layers, selection masks or paths by using the modifiers: Ctrl or Alt (this will soon be indicated in the status bar). I don't think that this behavior should be changed. This proposal was about a different thing, which is that the Move tool should be able to move the selected pixels, not just whole layers or selection masks (masks, not contents) or paths.
