That is definitely true! Absolutely nothing prevents this - and certainly sounds like a great idea for someone...

With a PNG style format, this becomes much less of an issue. First, PNG requires all readers to be able to interpret a core subset -- anything that can't interpret it violates the standard.
True, but the subset for PNG support is a low barrier for entry. The "core" of XCF is (potentially) a MUCH higher barrier...
