Well, w3m can't handle html in most cases anyways, and there are far
better alternatives to it, so I doubt anybody would still use w3m.

There is a line of what amount of brokenness we expect: mozilla can't
handle e.g. html4 correctly, either, but that can usually be worked around
with no problem at all. The same is probably true for netscape 4, lynx,
ie and most other browsers. At some point (IMO: w3m) the amount of work
needed to workaround is not worth the effort.
