[Gimp-developer] [FEATURE] Layer movement independent of layer mask

This feature request is for a way to de-couple layerr movement
and layer mmask movement (more details in the bug). The idea
would be that you could draw a mask, and if you positioned it
incorrectly at the start, you could just move it. Currently, the
only way is to convert the mask to a float, move it, and then
anchor it again. 

It seems fairly straightforward, but it includes a gui change
which would involve a little UI work, and a little testing :)

Anyone feel like taking this one?
