 G == GNU
 N == Network
 O == Object
 M == Model
 E == Environment

Is Windows[tm] an OS? ummm... well... sort o..f.. yes! yes it is :-( 
Well sort of..

Could Windows be called an OS without its GUI? no probably not. It
probably wouldn't function very well either,  oh wait.

In the case of GNU/Linux however I agree the {g,}ui is not an essential part (philosophically speaking).
