A configure option is a bad choice, simply because you cannot change it without recompiling. That means that some packages' INSTALL file will read like this: "if you want tom use this package, you need to recompile your gimp". This impairs usefulness of gimp quite a lot, since only a minority of users will recompile their gimp.
