IMHO, this is a serious problem with the current theming structure. If one is using GTK themes and GTK apps, that should be enough to theme one's entire user-experience! It is a TREMENDOUS inconvenience to have to make an Xdefaults file, a gtk theme, an (insert windowmanager here) theme, a KDE theme, a terminal background, and an xmms skin just to get a reasonably consistent desktop. As someone that likes to change themes based on my mood, I find that it can take me up to 25 minutes to get all of the settings configured properly, even if I have them all figured out in advance. Adding more (GIMP themes, or "skins", or whatever) to the pile would do nothing but bother me, and probably a significant number of other theme users/creators. I like the icons, don't get me wrong, they're pretty: but I think that if GIMP stuck with theme-neutral icons (the GNOME ones go pretty well with just about any color scheme) and stayed away from developing its own "themes.org" structure, it would be a very good thing.
