Sorry,
make validate-en and make html-en were OK. I had not seen that make pot
was disturbed.
I re-arranged tone-mapping-tutorial and make pot works now.

For example the followind command stops with an error:
$make status-it
make: *** No rule to make target 'pot/annexes.pot', needed by 'po/it/annexes.po'. Stop.
