Try renaming en_GB to en in your help install folder. That worked for me.
I have win7 64bit in en_CA locale. I couldn't get Gimp to recognize en_GB folder. I changed system locale to UK, default location to UK, language to English(United Kingdom) but still no luck. When Gimp starts for me, it's automatically set to system language for UI settings, so I thought that should help with the help system. I don't have en_UK or en_GB in the UI language selection in my installation, only en_US. Setting LANG (or LANGUAGE) system variable to en_GB (from the Manual) didn't work either.
