Surround your message by a pair of comment tags (i.e. <!-- and -->) and put it
just before each the corresponding <para> or another content tag.
The way of "NOTE TO TRANSLATORS:" message at src/appendix/gfdl.xml may give some
hint for you. But I suggest a sample on a snippet of toolbox/gegl-operation.xml:

          </figure>

+           NOTE:
+           For non-English users, inserting an additional information
