If you are working with current unchanged version (after "svn update"), you can't get the Norwegian translation since the "lang" attributes of these files don't contain "no". If you are trying to make HTML with an edited version of "color-management.xml", try "svn diff" and check the output carefully. Most likely you forgot to enable "no".
