I totally agree. This is a great step.
In particular this is a really good thing:

It could be even a bit more "relaxed" cycle (of three or four months or so)
but there is the need to fix the date to "freeze" or to check for errors in
a more sistematic way.

How about doing like ubuntu? i. e. gimp-help version 0.x.[00|04|08]
