I have the same problem, which pops up occasionnally...:-(
I localized it once in an unknown link.
This is an important problem: I can't work.

After my last commit I've build HTML and pdf of english and italian
flawlessly. Try to do this and report the problem:
make clean
ALL_LINGUAS="en it" ./autogen.sh --prefix=/usr --without-gimp
make
if it works add your language to the ALL_LINGUAS variable and retry.

go wrong, tell me your language of interest and I'll keep an eye to
see what
goes wrong...
