You need to add: <rewriteSystem systemIdStartString="http://www.docbook.org/xml/4.3/"; rewritePrefix="/usr/share/xml/docbook/4.3/" /> (thats from slide 22 of the flash file from http://docs.gimp.org/Layout/sandboxWindows.swf).
