Note that some toolchain contributors package autotools appropriate for
toolchain hacking.  For instance:

- We (toolchain hackers of Gentoo) maintain
  sys-devel/auto{make,conf}-vanilla in Gentoo for the purpose of
  toolchain hacking (if you use those, you can set WANT_AUTO{CONF,MAKE}
  env vars to vanilla-{2.69,1.15}),
- Jonathan Wakely maintains a COPR repository for Fedora (and other?)
  systems:
  https://copr.fedorainfracloud.org/coprs/jwakely/autotools-gcc/

Perhaps there are similar options for your distribution.
