As explained at https://gcc.gnu.org/install/binaries.html the GCC project does not provide precompiled binaries, only source code. For Windows there are several places to download binaries, such as nixman's link below, or the mingw-w64 project, or https://nuwen.net/mingw.html or tdm-gcc.
