i need aarch64-w64-mingw32 target for gcc and binutils

LLVM can do this. Their default target is actually gnu Libstdc++. Can we make that happen? I have aarch64 machines and I want to use wine to run windows programs on arm.

Here is my aarch64-windows-gnu sysroot of clang.
