toolexeclibdir and libgcc

I've configured gcc with "--with-toolexeclibdir=${SYSROOT}/usr/lib" and
I expected that libgcc.a would go there instead of what I've set as
--prefix. But alas no libgcc in the sysroot. Is this by design or is
this a bug?
