The gcc.gnu.org home page links to
https://gcc.gnu.org/install/binaries.html which explains that we do
not provide binaries of GCC.

You can either download the sources for GCC 6.3 and build it yourself
(see https://gcc.gnu.org/wiki/InstallingGCC for more info), or find a
pre-built package for your OS. For CentOS you can install the
devtoolset-6 version of GCC, from the Software Collections, see
https://www.softwarecollections.org/en/scls/rhscl/devtoolset-6/
