gcc with --disable-nls

I update mingw and my crossgcc stop working with error "can't find libiconv-2.dll".
I configure and build with --disable-nls avoiding libiconv. Should GCC link with libiconv anyway? I try gcc 5.4.0 and 6.2.0.
