Initially the binutils version was 2.24. With this version where was no way to build gcc. After I upgrade binutils to 2.25.1 gcc was built just fine (with --enable-bootstrap option). More specific, I built first gcc 5.2.1 without bootstrap, installed gcc and built gcc again with - --enable-bootstrap option. So maybe you can try this too (install binutils 2.25.1). You may also look for some Fedora's gcc rpm spec files (https://koji.fedoraproject.org/koji/builds) and try to start from there.
