Thanks for clearing that up.
Online search was conflicting, some pages with emails indicated there is encryption code in libgcj, in this link:  https://gcc.gnu.org/ml/gcc/2006-02/msg00051.html

Is that incorrect information?

gcc is free software (described by the government as open source) and contain no cryptographic code.  As such it does not require ECCN or CCATS numbers.
