It looks like you're on a machine without internet access, you'll have to figure that out yourself, that's not a GCC problem. The download_prerequisites script is very simple, you can read it yourself and see what it does, then retrieve the files and unpack them by hand. It's still much simpler than installing gmp, mpfr etc by hand.
