I am not familiar with cygwin, but that looks wrong for -m32. Is there another directory in /usr/lib/gcc/x86_64-pc-cygwin/4.8.2/include/c++ with a name that looks better than x86_64-pc-cygwin? Or is there a subdirectory 32/ in x86_64-pc-cygwin?
