How to build gcc using the translation project languages?

Hi all,

How does one build a non-English version of gcc?
I realise there's the translation project from which the files in gcc/po/ are 
pulled but how does one actually try them out?

I couldn't figure it out from reading http://gcc.gnu.org/translation.html
