They are necessary when building GCC plug-ins.
I just tried cross compiling Boost to mingw-w64 - and Boost for some reason wants ansidecl.h - but gcc does not pick that up automatically.
This could be a random name collision. Could you post the error message? I don't see a reference to ansidecl.h in my copy of Boost.
