static build is still requiring libgcc_s_seg-1.dll

When I cross compile gcc to x86_64-w64-mingw32 (with --disable-shared 
--enable-static), gcc.exe is still requiring libgcc_s_seg-1.dll to 
compile something (but running gcc.exe -v works) . Is that by design?
