It's set while a bug is open to indicate the release that a fix is
planned for. If the target is missed the field will be updated  After
the bug is fixed it indicates which release contains the fix.

Yeah, that's a fairly generic bugzilla page, not very relevant to GCC.
For example we don't use the VERIFIED and CLOSED statuses.
