gfortran works on all variants of windows I am aware of.  There are several 
projects out there which provide  

the gfortran compiler with some utilities targeted to windows.  The one I have 
experience with is 

mingw.  Highly recommended.  a google for that word alone will get you what you 
need.

There are a couple of commercial fortran compilers that are available under 
various licenses; depending
on the use they could be no cost.  Intel is one, the product is called 'ifort'.
