undeclared char_16t/char_32t in libstdc build

This week's snapshot of gcc-4.5 fails to build libstdc++ on cygwin, on account of these undeclared data types. Should fixincludes create a declaration, or has it somehow made a wrong conclusion about looking for wchar support?
