This really isn't the list to ask this question although apple use gcc.

Goggling iphone sdk windows shows this as the first link.. They have a virtual machine of mac and do their work from their. But they mention cygwin but i don't know how that helps them you still need a cross compiler and cross binuitls as well as the emulation tools.

Anyways try not to ask questions like that here, gcc-help is for questions on help using gcc.
