The AIX Shell /bin/sh runs GNU configure scripts very slowly.  I would
advise installing
Bash and using CONFIG_SHELL=/bin/bash.  This has nothing to do with OS
priorities.

IBM XL compiler is known to miscompile GCC.  It is best to use a
previous version of
GCC to bootstrap GCC.  You can download a pre-compiled version of GCC as a
starting point.
