Therefore, when making GCC 4.4 Snapshot with Cygwin, we must [disable shared (don't provide a shared libgcc)] and [patch in usr/include/string.h]

The prototype for strsignal was changed in both libiberty and newlib. 
You're trying to build a newer libiberty with the change against older
newlib headers without the change.  You can use a snapshot version of
Cygwin with the update (which was from 2008-06-17) or you can just make
the change in the header.
