Debugging "no rule to make" messages

I'm trying to build a cross compiler for z/tpf using gcc 4.1.2  The configure
seems to complete ok, but the make dies with "no rule to make ...tpf-as,
needed by stamp-as" (tpf- is the defined program-prefix).

I'm new to this so I'm rather in the dark about what to do next.  I've gone
over my work, and checked the generated makefile but can't find the
instruction to build stamp-as, nor its dependency on tpf-as.

Are there any debug options that would help me to understand what's going on
here and where those commands are being generated?
