No, it is there: the sources are in the gcc/ada directory. The libada directory contains extra build machinery to support multilibs which GCC 3.4's Ada doesn't. With 3.4 you have to build the library by running:

    make gnatlib_and_tools

in the gcc directory in your build tree as explained by the 3.4 install instructions.
