specs file assumption

Hi,

http://gcc.gnu.org/gcc-4.0/changes.html
mentions that "* The specs file is no longer installed".

however, if I locate (modified) specs file at
<prefix>/lib/gcc/<triplet>/<version>/specs
gcc reads this specs file even without specifying specs= option.

Is this behaviour valid, or I should not rely on this behaviour?
