Comparing the output...
touch foo.cpp
g++ -fno-rtti -c -dM -E foo.cpp
g++ -c -dM -E foo.cpp
...there does not appear to be an RTTI enabled/disable define.

You can roll your own via...
g++ -DNO_RTTI -fno-rtti -c -dM -E foo.cpp
