Michelle, In order to build GCC, you must have a C compiler on your system. So, yes, it's kind of like a catch-22 - except that nearly any C compiler should do. If you don't have one on your system, you'll need to try to find a prebuilt binary install of GCC for your system. Depending on what type of system you're using, you chances of finding one are pretty good.
