For Windows XP I would suggest the binaries under "Microsoft Windows". Both Cygwin and MinGW work well. If you've never used a command-line compiler I'd suggest an IDE to start with, such as MinGW Dev Studio (www.parinya.ca) or DevC++ (www.bloodshed.net).
