The easiest way is to install the development tools from Apple's Development CD.  I believe the latest "GCC for OS X" comes with your OS X 10.3 CDs.

The next easiest way is to download the development tools from Apple's website.  <http://developer.apple.com/>

I believe this GCC is -- err, umm -- instrumented by Apple with Mac-isms (e.g., Pascal string support, PowerPC optimizations, and other magic pixie dust).  I do not know if those Mac-isms have been folded back into GCC (and binutils) truth.
