Yes, definitely.  Check out:

   http://devkitadv.sourceforge.net/download.html

That is a port of the GCC toolset for the Gameboy Advance.  That site
has binaries compiled to run on Windows, as well as the source code
which may build on other platforms (Linux, etc).  If you look around
some, you should be able to find a pre-built binary release for Linux or
other platforms.

You may also want to visit these development sites for lots of GBA
emulators, documentation, demos and other software tools:

   http://www.gbadev.org
   http://www.devrs.com/gba

A google search for "gba development" will find you lots more sites
related to developing GBA software.
