How to define a environment variable to compile?

Thought I would send a follow up email.  Here is what I get on my screen
trying to compile.

After reading a few of the past emails, I tried to delete my .cache file,
but it did not help.

CKPC@CLARENCEK ~
$ gcc-3.3.1/configure
Configuring for a i686-pc-cygwin host.
*** This configuration is not supported in the following subdirectories:
     target-libffi target-boehm-gc target-zlib target-libjava
    (Any other directories should still work fine.)
Created "Makefile" in /home/CKPC using "mh-frag"
cc: not found
*** The command 'cc -o conftest -g   conftest.c' failed.
*** You must set the environment variable CC to a working compiler.
