Summary: can't show traditional chinese

Initial Comment:
I installed 2.0 with traditional chinese. There is a
problem showing users' details and status in chinese.
The chinese words all became strange characters and
boxes instead. I have gone through the support requests
page but I can't find anything helpful.

first of all, for local.conf, do a start->find and type the
file name.  This is not hard thing to do.  Most of the
support are done by volunteers.  Please be considerate and
spend some time try to fix it yourself before start to
asking questions.

Make sure you set up your ICQ account's encoding to
zh.UTF-8.  right-click Gaim icon at systray, go to
"accounts" and click on your icq account and click "modify."
 at the "advanced" in "encoding" box, type zh.UTF-8, or
simply UTF-8

See if that works first.

assuming you're using linux.
install chinese fonts.
configure your system to use those fonts by 
editing /etc/fonts/local.conf or equivalent in your distro 
(ask google)
