Summary: instance already running: why not raise existing instance?

Initial Comment:
If Gaim is already running and the user tries to launch
another instance, an error message pops up to this
effect. Why bother doing this? It would be better just
to shift focus to the existing instance, or raise its
window if it's not showing on-screen.

Otherwise, when the Gaim sporadically disappears from
the status bar, the user has to kill the process and
restart it, which is a waste of time.
