Since installing Gaim 2.0 Beta 1, I lost the 
Meanwhile support.  What is required to enable this 
protocol?

As per the release notes for Beta1:
Other Protocol Changes:
* Sametime protocol support

So does Beta1 support Sametime/Meanwhile or not?

Yes, I meant win32 (sorry I was not clear).

As per the Gaim 2.0 Beta 1 release notes - 
Siege: Sametime accounts created with gaim-meanwhile 
should merge over for use in the beta just fine. Some of 
the familiar settings regarding the buddy list are gone, 
so I recommend backing up your Sametime blist before 
getting down and crazy. Have fun, and happy early 
Decemberween!

This indicates that nothing special is required.  Now you 
are saying there is.  Can you please clarify the Meanwhile 
support in the Gaim release notes?

Also, do I need to raise a "bug" with the Meanwhile 
project team?

You mentioned gaim.dll so I suppose that means win32.

The win32 Gaim 2.0.0beta1 build does not currently enable
the Meanwhile plugin. Meanwhile should build in a
cross-compile environment just fine, and there's really no
reason not to include it along, either as an additional dll
or linked in statically. Just need to get someone who does
win32 builds to do it...

Removed the gaim directory after de-installing and then re-
installed.  The error message has gone away so it appears 
that the problem was linked to the old Meanwhile plugin 
that was not de-installed.

However, Meanwhile is still not an available option.

On starting Beta 1, I get the error "The procedure entry 
point gaim_conv_window_show could not be located in the 
dynamic link library gaim.dll"

I am not sure this issue is linked to the Meanwhile 
problem.

I will remove the Gaim software (plus the meanwhile 
support) and re-install.
