The win32 Gaim 2.0.0beta1 build does not currently enable the Meanwhile plugin. Meanwhile should build in a cross-compile environment just fine, and there's really no reason not to include it along, either as an additional dll or linked in statically. The error message has gone away so it appears that the problem was linked to the old Meanwhile plugin that was not de-installed.
