Summary: IRC Encoding?

Initial Comment:
I can't get the characters Å,Ä,Ö,å,ä,ö to work in IRC
properly. I figured I have the wrong encoding, since
the characters I wrote displayed correctly only for me
(before being sent through Internet). Still, doesn't
UTF-8 support the characters 128-256 ?

I have tried this in both X Window System(Linux) and
Windows XP.

irc as a protocol does not specify an encoding to use.  thus
its a question of matching what everyone else is using.  if
they are, for example, sending/expecting iso-8859-15, then
they would see theirs, but not yours, and you would see
yours, but not theirs.
